Progress of SEA procedure in the A 4 (Strategic Environmental Assessment)



Given that
the Area Plan for municipal waste management and related ATO 4 Terni is the primary implementation tool of the Regional Waste Management Plan, which, depending on its application and participant shared by explicit through the involvement and participation of all stakeholders, it represents the evolution.



Since
a notice in the Official Bulletin of the Region May 18, 2010, was guided through the SEA for the Integrated Waste Management Plan in the territory of ATI four Umbria, in accordance with the provisions of Law Regional n.12/2010.

The SEA procedure scheduled to be discussed on the basis of a document called "scoping", having as its primary purpose "the immediate and direct cost to the public and interested parties involved in environmental matters in order to assess data and information to forward comments, suggestions or proposals for amendments, with effect from that early stage of the development plan. "




Since the day Tuesday, May 25, 2010, we held the first consultation prior to Terni, near Palazzo Gazzoli, July 27 followed by a similar meeting in Amelia and September 2 at Orvieto.



Since

The objectives of the Plan prepared by the Waste Management Plan and included in the ATI 4 are closely associated with the plan developed by ASM Terni for the collection of waste, which turns out to be about 20 percentage points below the interim target of 50% of the Plan by the end of 2010 and at least 65% in 2011.



considered that delays in the collection are a serious damage to the active participation of the citizenship policies of differentiation for the same seal of the ASM, whose plan has received a substantial economic support, sustained only with the constitution, in our territory, a genuine pole of recycling and reuse, in fact already indicated in the program guidelines of the Board.



Considering that Transparency in methodology, as well as facilitating access to information of common interest, are the main guarantee of democracy and effective participation of citizens in the choices that concern.



now, therefore, considered, and found out, it questions the Mayor and the Board:


- compared to the progress of the SEA procedure in the A 4;

- in respect of the results preliminary consultations in the previous months and how to find the related documentation;

- against the need to adapt the tools of communication from the 4th to the demands of citizenship in order to avoid intolerable interruption on procedures for the partnership;

- compared to the state to initiate and implement the plan to separate collection ASM and assistance for setting up the pole of the recycling and reuse;
